Why aren't any other houses open?

So I hear one house is open. I think that is fabulous.
However,  how come the other houses aren't?
Maybe I am just confused? Not trying to cause
any problems at all. Just honestly curious.

You might be slightly confused.

Mustang has a escort license that allows them to book no sex outdates. But the actual Mustang property is still closed to the public as far as I have heard . 

One other house was it Bella's? Thst was either doing something similar or was going to. But again the actual brothel is still closed to the public.

I also heard a rumor Dovetail was going to be allowed to open their bar.  But the brothel is still closed.

So I think you are confused unless something has changed in the last 24 hours all the brothels are officially still closed.

Mustang making a dozen girls available for escort duty and no sex outdates does not count as truly being open for business at least not in my opinion.
