If you mean requiring ladies to be vaccinated I guess they could but I don't think they will because unlike medical tests, vaccines can cause medical issues even death. When entering Mexico, showing your card avoids the "medical lane" where they take your temperature. I have my first shot of Moderna so I have a vaccination card. I'm not encouraging anyone to make counterfeits, but there's no security on it. There's no chip, no barcode, and no serial number. There's a section for the lot number of the vaccine, but anyone can make something up.
