Could this be an example of the rules the brothels might have?
BTW: That is just a question---not an opinion.

Did you know-----The World Famous Palomino club did not start out as a strip club?  And use to book top name entertainers?  Also the same thing with The Wild Orchid on Virginia St. in Reno. It use to be the Ponderosa hotel casino and booked top name entertainers.  Favorite Vegas strip club?  Probably none of them.  However back in the day, I use to go in Talk of The town and lets just say it could be interesting at times.  ;D

Interesting story on the beginning of the Wild Orchid in Reno. The space used to be a nightclub called Discopolis. The owners go to the city council telling them that occasionally the dance club holds wet t-shirt contests and every once in a while, one of the ladies lifts up her shirt exposing her breasts. Not wanting to be in violation of the law, they request a topless caberat license. The council members seeing a business wanting to hand them tens of thousands of dollars, grant them their wish.

The next day, Discopolis is closed for good and work begins on The Wild Orchid. The city and the Keshmiri brothers have been going at it ever since.
