How can someone who doesn’t follow me on twitter see a post of mine that hasn’t been retweeted yet? I understand if a follower retweets it then their followers see it and can like it but I don’t get how some random person can see it without following me or it being retweeted?

Because your account isn't set to private, and the website's algorithms are suggesting your page to people who follow similar types of Twitter pages. So if someone sees that 69er is following a lady, that person can choose to check out your page and see your tweets.
Edit: if it is set to private, then I have no idea!
